Your command center level determines what you can build and research.
Oddly, while Command Centers do not quite equal power, a higher command center level can mark you as an option for attack since it is the number everyone can see without clicking on your city/info.
To reach Level 22, you will need to purchase a working hard hat from the store in order to upgrade your command center to this level.
I would advice against upgrading your command center until you have upgraded everything else to the limited max first.
